He was born on September 21, 1621 in Santa Fe de Bogotá and died on January 3, 1694. He was a governor and general of the province of the Neiva valley. which is organized by the San Sebastián de la Plata parish.

He was born in La Plata Huila on March 28, 1956. Specialist in Cultural Management at the Colegio Mayor Nuestra Señora del Rosario in Bogotá. Professor at several universities in Neiva in the chairs of Semiology, Communication, Research, History of Literature, History of Cinema, Spanish and Literature. Executive Director of the National Federation of Culture, Vice President of the National Network of Folkloric Festivals of Colombia, Vice President of the International Council of Organizers of Folkloric Festival of Colombia. Currently he works as a University Professional of the Secretary of Culture and Tourism of Huila.
History

Its foundation and formation as a municipality dates from June 5, 1651 by Captain Diego de Ospina y Maldonado, date on which the parish of San Sebastián de La Plata was organized.
This foundation is attributed both to the passage of Sebastián de Belalcázar through the lands of Cauca in search of El Dorado under the connection between Santafé and Quito, as well as the interest of the Spanish when the discovery of existing silver mines in this area occurred. Through time, the municipality has witnessed three foundations, the first one given by the insurrection to the Spanish crown on October 22, 1553; the second due to the extraction and trade of silver at the beginning of 1554 and the third due to the destruction by the indigenous Paeces, Andaquíes and Yalcones on June 17, 1577. This is a historic town, where Simón Bolívar was several times in one of the nearby farms. In the place there is a religious pilgrimage site called La Quiebra Milagrosa.
